For the last several years, people of Miloli`i report, they have been subject to increasing harassment by charter fishing boats from the Kailua-Kona area. Walter Paulo, a fisherman from Miloli`i, told the Land Use Commission of one such incident that culminated with guns being drawn.
Shirley Casuga, a vice president of Pa`a Pono Miloli`i, told of nearly being swamped — deliberately — by a charter fishing boat in waters full of sharks:
“[T]his boat came rushing in… all of a sudden waves coming in, because I can see the boat juicing ’em, you know, full speed. And I’m going, on no, this boat not slowing down.
“So all of a sudden the water just came inside my boat, and I have a 15-foot Ali`i Kai. And I’m going, oh, what’s the matter with this guy. So I said, ‘eh, slow down, you know.
“… So this boat turn around again and came full speed back, and there one more wave came into my boat. And then my father stood up, he said, ‘what’s the matter with this guy, he don’t know we’re fishing?’ Then he said, ‘you fellows slow down.’ And they turned around again, boom, they came back.
“By then my boat was halfway full. My father fell down. His glasses fell in the boat, and I telling him, ‘Papa, sit down, sit down.’ I don’t know what is wrong with this boat, I mean, he’s going full speed, you know, back and forth.
“By the time I look back, he’s coming back again. I couldn’t even start my boat then because of … you know, water. … And there was another boat there, too… they were getting swamped, you know. And when I looked at them, I’m thinking, … boy, we going to get eaten by these sharks and nobody would even know if this boat is really doing this to us, because, you know, we’re just … only two boats from the village.
“I kind of just start my motor … and I kind of pulled away… I looked at the guys that were coming back, there was this guy standing with his hands on his hips and laughing like it was a joke….
“That was a very terrible experience for me that day.”
After delivering her testimony that day, Casuga shared with the members of the Commission, the developers’ attorneys, and all others present a plate of aku poke she had made.
