In his FINAL REPORT on national monument designations under the Antiquities Act, Secretary of the Interior Ryan Zinke spared the Papahanaumokuakea Marine National Monument and its 2016 expansion area, as well as the Marianas Trench monument.
For the Rose Atoll monument in American Samoa and the 2014 expansion area of the Pacific Remote Islands monument, however, Zinke recommended that their proclamations or boundaries be revised “through the use of appropriate authority, including lawful exercise of your [the president’s] discretion granted by the Act, to ensure compliance with the provisions and intent of the Act while also allowing the regional fishery management council to make fishery-management decisions as authorized by the Magnuson-Stevens Fishery Conservation and Management Act.”
