to give agencies flexibility to respond appropriately and in a timely manner to the challenges of resource allocation.

But in embracing this approach, as the Commission on Water Management has done in the case of the Keauhou aquifer system on the Big Island, has it escaped the legal framework of the state’s Water Code?
